Background

 

Aiming to bring an end to seven decades long civil war in Myanmar and establish a new Democratic Federal Union, ten (10) Ethnic Armed Organizations signed the Nationwide Ceasefire Agreement (NCA) with the Government of Myanmar on 15 October 2015 and 13 February 2018 respectively. Since, NCA-S EAOs have engaged in dialogue and the negotiation process.

The Peace Process Working Team (PPWT), (known previously as the Coordination Team, CT), has been the representative entity of the NCA signatory NCA-S EAO and supporting for their participation in the peace process and NCA implementation. The NCA-S EAO office was established in 2015 to provide administrative and logistical support to NCA-S EAO for their peace process participation.  The NCA-S EAO aim to ensure substantive engagement in the Myanmar Peace Process and National Reconciliation Process to promote ethnic unity and political legitimacy to secure self-determination and guarantee the enjoyment of rights without discrimination, prejudice or inequality. These parties continue to make progressive steps in the peace process, working together to resolve the country’s political problems, re-establishing reconciliation and developing a “Federal Democratic Union” as a pathway to sustainable peace.

Role of position in the unit

 

This role is to lead the NCA-S EAO Office focus on policy development and analysis, consultation, coordination and program management. The Policy Development Department within the Office aims to ensure that the NCA-S EAO have the best possible analysis and technical support to inform their decisions and negotiations in peace process. This team is also responsible for supporting national dialogues and policy development. This requires dedicated leadership to ensure relevant information, data and analysis is available to all the committees, working groups and other mechanisms of the NCA-S EAO.

 

 

 

 

 

Key Duties and Responsibilities

·         Managing the Policy development and analysis, Consultation and Coordination focus areas of the NCA-S NCA-S EAO working groups, including ensuring that meeting, workshops and trainings are convened according to the annual work-plan and in line with the strategic priorities of the PPWT and NCA-S EAO Office.

·         Acting in a coordinating role for NCA-S EAO National Dialogue processes, for example liaising with NCA-S EAO sector focal persons and National Dialogue organising committees to maintain an accurate calendar of national dialogue events.

·         Backstopping and managing the five Senior Policy Officers, ensuring they providing coordinated technical support to NCA-S EAO on each thematic sectors and support for the organisation of trainings and workshops for UPDJC and JMC.

·         Overseeing the printing and distribution of common materials.

·         Keep abreast of new studies, reports and analysis of relevance to the NCA-S EAO.

·         Commission analyses as needed.

·         Review data and research to support evidence-informed analysis.

·         Ensure the flow of relevant analysis into NCA-S EAO, negotiation preparation and the development of internal positions.

·         Identify relevant experts and technical specialists to provide briefings and training to NCA-S EAO.

·         Other tasks as appropriate.

·         Assign duties and responsibilities within PDD team. 

·         Monitor, supervise and support the performance of staff on the basis of organization’s performance management system such as TOR/JD, work-plan, performance appraisal and objectives, etc.

·         Ensure well-being and develop capacity, skills and competency for PDD team.

·         Develop or contribute to developing TORs, SOPs or JD of PDD Team.

 

Communication, Coordination and Collaboration

·         Build and maintain effective and respectful communication among team members, NCA-S EAO Leaders and other stakeholders.

·         Represent NCA-S EAO Office at external meetings and promote the image and reputation of NCA-S EAO.

·         Communicate, Coordinate and Collaborate with other relevant units and departments especially Finance Unit, Governance and Peace Process Unit and Communication & Translation Unit.

·         Mange effective record keeping, data gathering and internal information sharing to facilitate effective communication across the stakeholders.

·         Participate and contribute to cross-organizational learning and sharing.

 

Confidentiality

·         Ensure the protection of information of NCA-S EAO such as events calendar, meeting minutes, photos, audio, videos, agenda and other documents.

·         Sign and comply exactly the terms and conditions of “Confidentially Agreement” of the NCA-S EAO. 

 

Budget Responsibility

·         Prepare and submit activities budget and fund forecast to Finance Unit in timely manner.

·         Settle advance and other expenses timely in order to reflect them in the respective monthly financial report.

·         Manage and monitor over actual expenses against the approved grant budget of PDD team (Focus area 3).

·         Ensure all the expenses spent by PDD team are compliance with donor and organizations policies and guidelines.

 

Reporting

·         Activities Report: Prepare and submit activities report to M&E Coordinator within 5 Working days after completion of the activities.

·         Monthly and Quarterly Report: Prepare and Submit monthly and quarterly reports to M&E Coordinator within 7 days of the following month.

·         Management Report: Prepare and Submit Management report for significant event and other incidents to Director and SMT as soon as possible. 

 

Other Duties

·         Contribute and participate other NCA-S EAO office activities as required.

·         Identify and address challenges in consultation with Team and SMT as required.

·         Perform other assigned duties by director and SMT as required.

 

Required Experience and Skills

·         Master’s Degree in Development Studies, Political Science, Economics, Environmental Science, Social Sciences, Law, Public Administration, Peace building or related field;

·         At least eight years’ work experience in a related field.

·         Previous experience in conflict affected areas in Myanmar.

·         Demonstrable understanding of policy-making, both theoretical and its practical application.

·         In-depth knowledge of political dialogues process in Myanmar

·         Understanding of public consultation techniques.

·         Critical thinking skills.

·         Excellent oral and written communication skills.

·         Good written and verbal English and Burmese.

·         Proven ability to meet deadlines and carry through on implementation of agreed-upon tasks.

·         Ability to multi-task and keep track of multiple tasks at the same time.

·         Team player and willingness to learn.

·         Organized and able to maintain both physical and electronic filing systems.

·         Other tasks as appropriate.

 

Conditions and Terms:

·    This position is a full-time role within the NCA-S Office.

·    There is a three-month probation period (unless waivered or reduced).

·    Employment conditions and entitlements are established to HR policy.

·    The duty station for work is Yangon. There will be regular travel to Chiang Mai (Thailand),

Naypyidaw and within Myanmar.

·      All positions in the NCA-S EAO Office are long-term contract-based, with high likelihood of renewal in-line with funding.

Role of the Unit

The objective of the unit is to oversee and ensure the effective project implementation and monitor the progress to achieve the project goal. The unit will monitor the ongoing progress of the project implementation, facilitate learning process and take appropriate & corrective action as necessary in term of project management and compliance donor and management requirements.

 

Role of the position

The Project Coordinator role is to coordinate with different units in the NCA-S EAO office to ensure for meeting the requirements and commitments made in project documents such as proposal, budget, grant agreement, logframe, etc.  Furthermore Project Coordinator is responsible for producing the project documents such as donor report, M&E report, Risk Matrix, etc. to strengthen accountability, coordination, communication platform between project stakeholders.

 

 

Key Duties and Responsibilities

·         Planning and coordinate to the program and operation staffs, oversee and monitor on the project planning, implementations, resolving issues concerning with project.

·         Support and facilitate the program and operation staffs to ensure the project expected results such as outputs, outcomes and objectives and goal through regular coordination with M&E unit.

·         Monitor the project implementations, targets and risks together with M&E Unit and highlight project progress and challenges to Chief Operating Officer (COO) in order to support project management effectively.

·         Prepare and submit quarterly and six monthly donor reports with timely manner by coordinating and supporting to all project staff.

·         Report the progress of the project to Director regarding to the internal reporting system of NCA-S EAO office

·         Facilitate and Coordinate with program team and donor on the Grant Amendment when necessary (revision of work-plan, budget, logframe, indicator, etc.) together with COO and Director. 

·         Support the NCA-S EAO office project team in drafting of the quarterly work plan, budgets and working closely with Chief Operating Officer (COO) and Finance and Admin Manager. 

·         Assist Director and Chief Operating Officer (COO) in donor relation and different unit staffs at all level to ensure good coordination related to project implementation.

·         Determine the implementation of activities and be part of an ‘early warning’ system to track under & overspending, or significant deviations from stated activities.

·         Work closely with Gender Equality and Social Inclusion (GESI) Coordinator to make sure gender inclusive initiatives in all area of project activities.

·         Develop good and trusted relationship with the target beneficiaries and stakeholders for smooth project implementation

·         Keep and make sure all project requirements follow the organization’s Standard Operation Procedure (SoP)

 

Budget Responsibility

·         Prepare and submit Quarterly activities budget and fund forecast in coordination with Finance, Programme team to COO.

·         Manage and monitor over actual expenses against the approved grant budget of project.

·         Ensure all the expenses spent are compliance with donor and organizations policies and guidelines (GSA/ Approved Budget).
